Thank you for the technical response.

1. BIP 110 temporally reduces the size of future non-monetary witness data from being validated (thus a
reduction in UTXO bloat)
2. There will always be bad actors, thus any "designated spot to help everyone out by putting your data here"
will be ignored. The bad actors will continue to bloat the UTXO set as it is cheaper (segwit discount) and more
effective in destroying decentralization as bad actors major aim is to destroy BTC's decentralization.
